Will try to time it again and reproduce, but it's happened a couple of times now where I've picked up a Skill Up Item right as soon as I leveled up and only got credit for 1 and not both.
I think it's the same for SB as it was in SK where you could not do consecutive leveling (ie gain 2 levels and gain 2 skill points too), it's best to level up or gain via a book seperately.
unfortunately if it's like in SK then it's not a bug.
