Why is Celestial not allowed in the seesaw?

I know all of you guys will say " Because he's heavy", but, Why is Celestial even heavy? Is it because Raptisoft wanted to make this fun chuzzle? I do think so... But, Why did Raptisoft wanted to make 4 fun chuzzles? Can someone explain this to me?
