Is skipping the water wheel intended?

In Dizzy Race, you can either get inside a compartment in the wheel or go along an edge and save time. Is the latter intended?

No, it isn't an intended path. It's just a very convenient shortcut for the savvy, along with many other unintended ways to cut corners for saving time.
